This presentation delves into the application of trust theory to analyze the stability and integration of public expectations toward government within legal frameworks established through democratic processes. It contends that citizens tend to trust governments that enforce the rule of law by acting upon these expectations. Through this lens, the presentation illustrates how expectations regarding child protection services can be inferred from legal frameworks and strategically employed in public communication efforts to address various forms of distrust.
